Dr. Dagmar Heibertshausen

Principal, Health Sciences Germany, Head of Department Agriculture Regulatory and Scientific Affairs

Dagmar Heibertshausen has 20 years of professional experience in plant protection (organic and integrated) and regulatory affairs. She has nine years of experience leading regulatory affairs teams and three years as director of regulatory affairs EMEA in industry. Since 2022, Dagmar has been leading a multi-disciplinary team of more than 60 experts and project leaders to support clients in product stewardship and registration of agrochemicals, adjuvants, biorationals, biostimulants, fertilisers, and feed additives.
Dagmar has a diploma in agrobiology and a PhD in agricultural sciences. 

Gabriele De Paoli

Principal, Head of Department for Product Safety and Stewardship, Iberia & Italy

Gabriele De Paoli has more than 15 years’ experience in regulatory affairs with a strong focus in Southern Europe, providing support on product safety and stewardship relevant to (agro)chemical companies. Gabriele leads a team of experts located in Spain and Italy whose support is instrumental to industry in the sectors of biocides, common and specialty chemicals, food and food contact materials, cosmetics, electronics, automotive, engineering, and other consumer products.

Bonnie MacCulloch

Senior Managing Consultant Environment & Health

Bonnie MacCulloch is a Senior Managing Consultant in Ramboll’s Health Sciences practice with 20 years of experience steering pesticide and biological products through every regulatory milestone. She designs and executes U.S. EPA, PMRA, and state registration strategies for conventional actives and next-generation biopesticides—including biochemicals, microbials, and biostimulants—providing regulatory strategies, data-gap assessments, preparation of applications for submission, and supporting post-registration stewardship plans that accelerate market entry and ensure compliance.

Carrie Lou

Principal, APAC Service Area Lead Agrochemicals

Carrie Lou has 20 years of experience working for multinational corporations, advising clients on regulatory compliance across the APAC region. She specialises in providing registration support for agrochemicals, household and public health products, biocides, and fertilisers. Carrie’s expertise spans China, India, South Korea, Thailand, Indonesia, Japan, Australia, Malaysia, Vietnam, the Philippines, Pakistan, Singapore, Hong Kong, and Taiwan.

Her comprehensive skill set includes regulatory control for production operations and M&A management, with proficiency in due diligence, product registration owner changes, manufacturing site relocations, label and safety data sheet updates, and registration data transfer.

Dr. Joachim Rumbolz

Principal Product Safety & Stewardship

Joachim Rumbolz has been working for the agrochemical and biocides industry as a regulatory consultant in various roles for more than 23 years. His field of expertise is the registration of crop protection active substances and products, particularly biopesticides (i.e., micro-organisms, pheromones, natural substances including plant extracts), as well as biocides, in Europe and overseas. He provides strategic advice for the development of robust registration roadmaps for safe and sustainable new active substances and related products. He also supports the strategy implementation from data generation to dossier preparation and submission and regulatory approval. Joachim is a winegrower and a biologist by training and has worked in Germany, Switzerland, and the USA.

He holds a Dr. rer. nat. in plant pathology from the University of Konstanz, Germany.
