On December 2, 2023, USEPA published final rules under the new source performance standards (NSPS) for oil and natural gas sources as part of the Biden-Harris Administration's Methane Emissions Reduction Action Plan.  

The final rules implement stricter requirements for currently regulated sources such as storage vessels, pneumatic controllers, fugitive emissions, and compressors – as well as new requirements for previously unregulated sources such as compressors at tank batteries, liquids unloading, and pneumatic pumps not at gas processing plants.

Thomas has 18 years of experience managing air permitting and regulatory compliance in the production, midstream, transmission, and storage sectors. He has helped dozens of oil and gas clients manage complex challenges in air quality permitting, development of emissions calculations, regulatory and state compliance, leak detection and repair (LDAR), enforcement support, auditing, and due diligence.
